Program Management
Program Management is a unique talent of JM Engineering. Program Management (PM) is the managing of multiple projects, or multiple layers on a single project, where numerous skills are required to complete a project successfully. 

An integral part of the JM Engineering’s philosophy is to develop professionals that not only are experts at a certain field of work such as, Design, but are the best at Design by having performed the Construction, Maintenance and Operations that the Design relies upon.

This is further underscored by the knowledge of complete Project delivery where: document control, financial, design modification and VE, and sight/construction management/inspection are value added elements.

This process is centered on teamwork, of the Owner, Constructor and the JM Engineering PM Team, and the interaction of the technical areas to implement a quality project in a timely, cost-effective manner, deep experience to offer owners alternatives of past and proven projects of success, and with Owner satisfaction.

This means pro-active communication of the Team members and rapid issue resolution, hands-on training programs, safe working practices (Construction and Operations), and the attention Quality Audits for continued staff training and improvement.

JM Engineering assists in developing, planning and implementing methods and procedures for projects to:

  • Verify that project plans can meet both competitive markets and deliver the end through put,
  • Monitor and oversight of others to ensure maximum production in Design and Construction or Operations,
  • Quality reviews to ensure goals and budgets will be achieved and offer course corrections should they not,
  • System reliability inspections for Structures, Track, Systems (C&S) and others
  • Establishing programs to evaluate the accuracy of production and processing equipment
Equipment Quality reviews to confirm Maintenance and Operation practices.
 
 

Project Controls/Scheduling
Using in-house and  web-based software, JM Engineering prepares and maintains comprehensive databases for project construction, monitoring progress to-date, starting and completion dates, scope of work for each subcontractor, source and use of funds, change order tracking, RFI tracking, submittal tracking, correspondence tracking, photo-image database, and over/under runs of projects. JM Engineering cross-checks the schedule to ensure there will be no unexpected project delays and most importantly experienced at building float into a project for the unknowns. These methods may include:

  • Weekly Design, Construction and/or Operation meetings with schedule reviews
  • Manpower and Equipment rationalization reviews
  • Walk through analysis by JM Engineering's Sr. Project Manager(s) and Operating and Maintenance Superintendents
Payment verification for progress or close out processes
 
 

Constructability Reviews
Review of design or concepts for Performance Criteria, Constructability, Economies of Design, Quality and most importantly Maintainability are major functions of Program Management. It can vary from a "quick-look" assessment of the planning and/or concept designs to detailed construction reviews of the final design package. In particular, JM Engineering's staff is able to provide valuable, field-tested insights into several construction techniques that can be integrated into the design process, saving both time and money. JM Engineering's extensive experience with constructability reviews includes, but is not limited to:

Value Engineering

Value Engineering (VE) is an effective tool for both continuous improvement and design enhancement. VE optimizes the allocation of limited funds without reducing the quality of a project. JM Engineering's team assembles the five phases of VE (Investigation, Speculation, Evaluation, Development, and Presentation) to formulate solutions and recommendations to be implemented into project design, resulting in client benefits such as:

  • Ensuring that the project accomplishes its necessary functions
  • Identifying areas of unnecessary or excess cost
  • Identifying and evaluating cost reducing alternatives prior to the next phase of the project
  • Examining opportunities to add value to the project
  • Identifying and developing strategies to minimize project risks
Using a constant feedback loop of information from project start to finish, JM Engineering's VE ensures that each client will be getting the best value for their money invested while maintaining the look, performance and quality of materials on the project.
 
 
Evaluation of Schedule
JM Engineering realizes that 'Time is Money' and even short setbacks can take a project far of schedule and budget, as well as hurt the reputation of the builder and delay the project's intended use. JM Engineering uses their extensive experience to evaluate and adjust project schedules to best match the project requirements to the required timeframe. Minimizing setbacks ahead of time allows JM Engineering to have their clients' projects done on, or ahead of time, every time.
 
 
Evaluating Alternative Project Options
JM Engineering is accustomed to thinking outside the box to find alternative project options. Whether out of exploration or necessity, this highly developed skill gives JM Engineering the ability to offer their clients several paths to travel down on the road to completion. Providing alternative options allows clients to save on time and costs by finding the most efficient and cost-effective combinations to complete their project.
 
 
Oversight and Reviewing Daily Construction Activities
To stay on schedule and on budget, every day of a project becomes a vital step. JM Engineering oversees and reviews each day of the project as it progresses to find areas to improve efficiency. This ongoing maintenance serves to locate problem areas in the project and address them without delaying the completion date.
 
 
Cost Estimate Validation and Review
JM Engineering's financial team develops realistic assessments of project costs, with which clients can establish budgets using conceptual documents and on-the-job experience. As the design progresses, JM Engineering can provide updated estimates at key document stages or at any point in the project. This allows the project team to make necessary adjustments to stay within budget. Providing reviews of contractor costs, bid evaluations and change orders, allows the pricing to be compared to full quantity surveys prepared by JM Engineering's estimators for comprehensiveness and an overall understanding of project requirements. JM Engineering's estimators have up-to-date knowledge of building methods and systems. Their software allows for tracking records on all of the agreements, costs, schedules and scope information necessary to deliver a program, leaving managers free to concentrate on mission-critical issues.
 
 
Project Closeout and Commissioning
After a project is completed, certain steps must be followed to ensure the proper payments have been completed and the project is ready for use. JM Engineering is dedicated to staying on each project until every loose end is tied up. Their professional staff will work with all sections of the project to make sure that all tasks are completed to their requirements and all commissions are paid in full.
